Members of the Delaware Public Service Commission and Staff recently attended the annual meeting of the Organization of PJM States, Inc. (OPSI). OPSI is an inter-governmental organization of utility regulatory agencies of 14 states in the Mid-Atlantic and Midwest, including Delaware. These 14 states are wholly or partly in the service area of PJM, a regional transmission operator (RTO) approved by the Federal Energy Regulatory Commission (FERC). PJM operates the high-voltage electric transmission grid and wholesale electricity market within its service area.
Topics discussed included a review of OPSI state public policy goals, resilience in wholesale energy markets, PJM governance issues, and a panel led by Delaware PSC Chairman Dallas Winslow regarding the impact of PJM’s capacity market on OPSI states.
