The Delaware Public Service Commission was established in 1949 to regulate investor-owned public utilities, the PSC works to ensure safe, reliable and reasonably priced cable, electric, natural gas, wastewater, water and telecommunications services for Delaware consumers. 

Walter Phillips, John Hazzard, and Vernon Derrickson were the first three commissioners appointed by Governor Elbert N. Carvel in 1949. The first woman appointed to the PSC was Bertha Johnson in 1974, and the longest serving commissioner was Joshua M. Twilley, who served 30 years.
