System Change Form  System ownership change to be used if deactivating a system or selling a home or selling a facility. $25.00 filing fee.

Existing System Bonus(es) Form    There is a $25.00 filing fee.

Applications are not processed unless the payment is received.

 

HOW TO FILE APPLICATIONS

Homeowners– will submit a paper application with the appropriate payment amount.

Certification as an Eligible Energy Resource $50.00, System Addition Change Form $25.00, and System Change Form $25.00.

Make checks payable to the Delaware Public Service Commission and mail to the Delaware Public Service Commission, 861 Silver Lake Blvd., Cannon Bldg., Suite 100, Dover, De. 19904. Staff will assist the homeowner by filing the application in the Commission’s electronic filing system,  DelaFile.

Renewable Installers – all Installers  are  to file their Eligible Energy Resource application forms online through the DelaFile electronic filing system 

 

DELAFILE REGISTRATION PROCESS

All installers should file applications in the Commission’s electronic filing system, DelaFile. Before the application can be submitted in DelaFile two actions are required:

 1) a company representative must be registered as a system user in order to file documents and:

 2) the company/installer must be registered in the system.

 Please fill out one User Registration Form for each person who will file applications and fill out one Company/Installer Registration Form. E-mail the completed forms to DelafileAdmin@delaware.gov . Public Service Commission (“PSC”) Staff will set up the users and companies in the DelaFile E-filing system. Users will receive automated emails from the system when the company registration is complete with a link to activate the account. Please follow the instructions in those emails. Thank you for your assistance in completing the system registration process in advance of filing an application.

 Additional employee registrations may be completed later.  Only registered DelaFile users can file an application, file additional docket information after the initial filing or a report in DelaFile. DISCLAIMERS All documents that are filed (either by paper or electronically) are publicly available to anyone who logs into the DelaFile website. The Commission and its staff assume no liability (expressly or implicitly) if any person mistakenly e-files any confidential document or confidential information as a public comment or document in paper or electronic format using the DelaFile website.

You may request that the Commission accord confidential treatment to some or all of the information contained in a document that you either wish to e-file using the DelaFile website or file by paper copy using the mail system. See 26 Del. Admin. C. Section 1001-1.11 of the Rules for the requirements to follow for requesting such confidential treatment of documents (including the attestation required). For a listing of materials that are exempt from public disclosure, see 29 Del. C. §10002(l). If requesting confidential treatment for paper copies filed with the commission, the documents must be marked as such and follow the Rules for requesting confidential treatment as cited above.

DO NOT E-FILE OR MAIL ANY CONFIDENTIAL DOCUMENT OR CONFIDENTIAL INFORMATION USING THE DELAFILE WEBSITE OR MAIL UNLESS YOU SIMULTANEOUSLY ALSO E-FILE OR MAIL 1) A REDACTED, PUBLIC VERSION OF THE SAME DOCUMENT; AND 2) AN ATTESTATION THAT THE INFORMATION IS NOT SUBJECT TO PUBLIC INSPECTION OR DISCLOSURE.

If you file any confidential documents without a corresponding redacted, public version and attestation, your filing will not meet the Commission’s minimum filing requirements and will be rejected. All rejected documents are not considered as legally filed documents per the Commission’s Rules and do not start any time limits set for a response from the Commission or its staff.
