The Delaware Public Service Commission is an independent state agency responsible for making sure Delaware residents and businesses receive safe, reliable, and reasonably priced utility services. We regulate public utilities such as electric, natural gas, water, wastewater, telecommunications, and certain transportation services operating within the State of Delaware.
The PSC serves as a neutral decision-maker. The commissioners review utility company requests, hear testimony from experts and the public, examine evidence, and make decisions based on Delaware law and the public interest. Whether considering utility rates, infrastructure investments, service quality, or consumer protections, our goal is to balance the needs of customers with the responsibility of utilities to provide dependable service.
Harold Gray serves as Chair of the Delaware Public Service Commission, bringing more than a decade of experience in utility regulation, public policy, and community-focused leadership. Since his appointment to the Commission in 2014, he has played a pivotal role in evaluating complex rate proceedings and utility matters that affect Delaware residents and businesses.
Prior to joining the Commission, Mr. Gray served as Director of Economic Development for the City of Wilmington, where he helped advance initiatives that strengthened economic opportunity and community development. Throughout his public service career, he has cultivated a reputation for thoughtful leadership, stakeholder engagement, and a commitment to balancing the interests of consumers, utilities, and the broader public.
As Chair, Mr. Gray leads the Commission’s efforts to ensure utility services remain reliable, affordable, and transparent while supporting the long-term infrastructure investments necessary to meet Delaware’s evolving energy and utility needs.
Regina A. Iorii is an accomplished attorney with more than thirty years of experience in utility law and regulatory advocacy. Throughout her career, she has represented both the Delaware Public Service Commission and the Public Advocate in matters involving utility regulation at the state and federal levels.
A Delaware native, Ms. Iorii has dedicated much of her professional life to protecting the public interest through effective legal counsel and regulatory oversight. Her extensive experience includes advising on complex utility proceedings, navigating evolving regulatory frameworks, and ensuring that consumer interests remain central to policy and operational decisions.
Ms. Iorii’s deep understanding of utility law, regulatory practice, and public service contributes significantly to the Commission’s mission of promoting accountability, transparency, and equitable utility service throughout Delaware.
Michael T. Richard is a nationally recognized energy policy and utility regulation expert whose career spans leadership roles in state government, higher education, and the private sector. His experience includes serving as a two-term Commissioner on the Maryland Public Service Commission and as Director of the Maryland Energy Administration.
Mr. Richard currently serves as a Senior Fellow and Policy Advisor, where he advances initiatives focused on grid modernization, clean energy development, and transmission policy. Over the course of his career, he has worked at the forefront of energy policy, helping shape strategies that promote reliability, innovation, and long-term sustainability.
His broad perspective on utility regulation and energy systems provides the Commission with valuable expertise as Delaware navigates an increasingly dynamic and evolving energy landscape.
Robert C. Wheatley is a respected land use and real estate professional whose career has been defined by public service, strategic planning, and responsible development. For more than three decades, he has contributed his expertise to numerous boards and commissions focused on planning, zoning, environmental stewardship, and professional standards.
His service includes leadership and participation on the Sussex County Planning and Zoning Commission, the Coastal Zone Industrial Control Board, and the Delaware Association of Professional Engineers. Through these roles, Mr. Wheatley has developed a comprehensive understanding of infrastructure planning, land use policy, and the regulatory considerations that influence community growth and development.
His experience provides an important perspective on the intersection of utility infrastructure, environmental responsibility, and long-range planning, helping the Commission address the needs of Delaware’s communities and economy.
Dr. Anthony J. DePrima is a distinguished public sector executive and energy policy leader with more than forty years of experience in municipal management, strategic planning, and sustainable energy development. His career reflects a longstanding commitment to advancing effective governance and innovative solutions that strengthen communities.
Most recently, Dr. DePrima served as Executive Director of the Delaware Sustainable Energy Utility, where he led statewide initiatives promoting energy efficiency, renewable energy adoption, and transportation electrification. He previously served as City Manager of Dover, overseeing municipal operations, public services, economic development initiatives, and utility systems while managing a budget exceeding $165 million.
Dr. DePrima holds a Ph.D. in Urban Affairs and Public Policy from the University of Delaware. His extensive leadership experience in both municipal government and energy policy provides valuable insight into the regulatory, operational, and consumer considerations that shape Delaware’s utility landscape.
