In compliance with the "Electric Utility Retail Customer Supply Act of 2006" Delmarva Power was obligated to file a proposal to obtain long-term supply contracts by August 1, 2006 and a ten-year Integrated Resource Plan (IRP) by December 1, 2006. In compliance with the Act, Delmarva Power filed its proposal with the Commission, the Delaware Energy Office, the Office of Management and Budget and the Controller General's Office. The proposal included a draft Request for Proposal (RFP) for the construction of new generation resources in Delaware to serve standard offer service customers. The Commission and Delaware Energy Office approved a final version of the RFP and Delmarva Power issued it on November 1, 2006. Several bids were received on December 22, 2006 and both Delmarva Power and the State Agencies have been working to evaluate the bids for potential action. The State Agencies anticipate both Delmarva Power's and the State Agencies' Evaluative Reports to be available no later than February 23, 2007. The State Agencies continue to seek public input on the Evaluative Reports and will be conducting hearings the week of March 5, 2007. In addition, the State Agencies' consultant will also provide an Interim Report on Delmarva Power's IRP proposal with additional hearings set for the week of April 9, 2007. Please be advised that written comments from participants will be accepted on the Bluewater-Delmarva purchase power agreement no later than 2:00 p.m. on Thursday, December 13, 2007. The due date for the purchase power agreement (PPA) is Monday, December 10, 2007. The Independent Consultant will be filing his evaluation of the PPA on December 13, 2007. The PSC Staff will be submitting its comments on Friday, December 14, 2007. The public may continue to provide electronic or written comments until Monday, December 17, 2007. However, please be advised that comments received on December 17, 2007 may not get posted before the four state agency hearing on December 18, 2007 because of time constraints.
