PSC REGULATION DOCKET NO. 60 - IRP REGULATIONS |

The Commission opened Regulation Docket 60 to consider promulgating Regulations which would govern Delmarva Power & Light Company's ("Delmarva") development of integrated resource plans, or IRPs, for Delmarva's Standard Offer Service ("SOS") customers, as authorized by the Electric Utility Retail Customer Supply Act of 2006 ("the Act"). The Commission Staff drafted proposed IRP Regulations and is now in the process of revising those Regulations after consulting with Delaware's Department of Natural Resources and Environmental Control ("DNREC") and other interested parties. The Act requires Delmarva to systematically evaluate all available supply options including procurement, generation, transmission, conservation and load management over a ten (10) year planning period. The Act also requires Delmarva to meet the needs of SOS customers at the lowest reasonable cost with price stability, with reliability and after considering the economic and environmental value of the resources used. Please consult the Act for its specific requirements.
